Distinguished Public Servant – Secy. D. Paul Monterio Jr.

D. Paul Monteiro Jr. is the son of immigrants and a proud product of Prince George’s County Public Schools. He credits his classmates and the excellent educators and staff for giving him a foundation for a career in public service. He attended Adelphi Elementary, Buck Lodge Middle School and High Point High School.

In April 2023, Governor Wes Moore selected Monteiro to serve as the state’s first Secretary of Service & Civic Innovation. In December 2021, President Joe Biden chose Monteiro as the Director of the Department of Justice Community Relations Service where he oversaw the work supporting communities roiled by tensions based on race, religion, sexual orientation and other
jurisdictional conflicts.

From 2017 to 2022, Monteiro worked as Chief of Staff for Howard University President Wayne Frederick and as Assistant Vice President of External Affairs.

In 2014, President Barack Obama appointed Monteiro as National Director of AmeriCorps Volunteers in Service to America, the federal anti-poverty program established in 1965 as the domestic counterpart to the Peace Corps. Monteiro was part of the White House staff from 2009-2013 as an Associate Director in the Office of Public Engagement after serving on
Obama’s 2008 presidential campaign.

Monteiro also served as an at-large member of the Prince George’s County Board of Education. He holds a B.A. in history from the University of Maryland and a J.D. from the Howard University School of Law.
